Abstract

In a democratic system, sovereign powers are vested in citizens, but not every citizen gets a franchise. Only citizens of a certain age have a franchise. That is why the transfer of power of the political system in fact becomes vested in its representative voters. They transfer this power to their representatives in elections. Thus political power comes into the administration through elected representatives.
