Abstract

Since independence, new welfare schemes and programs are being implemented in various five-year plans for the underprivileged, poor, disabled, women and children living in rural and urban slums across the country. First of all D.R. In the fourth five-year plan (1969-74) based on the Godgil model, the then Prime Minister Mrs. Gandhi gave the slogan 'Garibi Hatao', later D.P.R. The main objective of the Fifth Five Year Plan (1974–79) based on the model was to achieve self-reliance along with poverty alleviation. During the period of instability, the Minimum Necessity Program (1977-78) was started. In 1980, after the Congress government came back to power at the Centre, the Sixth Five Year Plan (1980-85) was implemented. In this five-year plan, I.R.D. P.C.E.R.P Trisem and R.L.E. G.P. Like rural poverty alleviation programs were implemented. In 1972-73, there were 54 percent rural poor in the whole of India, whereas according to the report of Planning Commission of March 19, 2012, the total number of poor has increased but the percentage has decreased by 20.2 percent which was 33.8 percent. The poverty percentage has decreased over the years due to various rural employment programs implemented by the Government of India.
